6.0 2011 Congestion Management Program (CMP) Update. As the Congestion Management Agency (CMA) for Contra Costa, the Authority must prepare a Congestion Management Program (CMP) and update it every other year. The 2011 CMP will update the required seven-year capital improvement program (CIP), monitor the status of CMP network performance standards, and demonstrate Countywide Model consistency with the MTC regional model. 7.0 Proposed By-Laws for Countywide Bicycle and Pedestrian Advisory Committee. The Authority established the Countywide Bicycle and Pedestrian Advisory Committee in 2001 to oversee the development of the first Contra Costa Countywide Bicycle and Pedestrian Plan (CBPP). Since that time, the committee has helped recommend funding allocations, review routine accommodation/complete streets checklists required by MTC, and oversee the development of the 2009 CBPP. Committee members have asked that the Authority formalize the structure and procedures of the committee and have developed proposed by-laws for Authority approval.
