6.0 2012 State Transportation Improvement Program (STIP) Candidate Projects. Results of the TCC Subcommittee 2012 STIP application evaluations will be presented to the TCC for their further recommendation (Attachment - Action [PDF-369 KB]) CMA Function
7.0 Review and Discussion of MTC's Proposed Cycle-2 OneBayArea Grant Program. On July 8, 2011, the Metropolitan Transportation Commission (MTC) and Association of Bay Area Governments (ABAG) jointly released a draft proposal for the OneBayArea grant program. This new program would alter the framework for allocating the STP and CMAQ funding that MTC adopted in December 2009. The revised program provides more flexibility to CMAs by collapsing the previous TLC, Regional Bicycle, Local Streets and Roads Shortfall and Safe Routes to Schools programs into the single OneBayArea grant. It would also substantially increase the amount of funding available to the counties for allocation. The proposal, however, would also link the funds to local adoption of various policies and require 70 percent of the funds to be spent in Priority Development Areas. 8.0 Review of Proposed CC-TLC and PBTF Call for Projects. In July, the Authority approved guidelines for the Measure J Transportation for Livable Communities (CC-TLC) and Pedestrian, Bicycle and Trail Facilities (PBTF) programs. Staff has prepared a draft call for projects for these two programs, including a proposed schedule, for the TCC's review and comment. (Attachment - Action [PDF-1.2 MB])
9.0 Proposed CBPAC By-Laws. The CBPAC, after reviewing comments received from the RTPCs and the East Bay Regional Park District as well as the comments made by the TCC and Planning Committee, has revised the proposed by-laws for adoption by the Authority. (Attachment - Action [PDF-888 KB])
10.0 Review Draft 2011 CMP Traffic Monitoring Report. In March, the Authority retained DKS Associates to conduct the 2011 Congestion Management Program (CMP) Traffic Monitoring effort. As the CMA for Contra Costa, CMP legislation requires the Authority to monitor the LOS standards on the CMP network at least every other year. DKS has prepared a draft report which shows the 2011 monitoring results and compares them to those from 2007 and 2009. The draft report will be circulated for local review and comment.
