CONSENT CALENDAR1.0 Approval of FY 2011-12 Measure J Allocation for the West County Additional Transportation Services for Seniors and People With Disabilities Program (Sub-Regional Program 20b). The Measure J Expenditure Plan establishes the West County Additional Transportation Services for Seniors and People with Disabilities Program (Program 20b) at .65% of sales tax revenues. As a sub-regional program the funds are programmed by WCCTAC. At its October 28, 2011 meeting WCCTAC took action on programming the funds to paratransit service providers in West County. REGULAR AGENDA ITEMS
2.0 Approval of Cooperative Agreement 13CO.01 and Resolution 11-43-G to Appropriate PBTF Funding to the East Bay Regional Park District. Measure J allocates one-third of Measure J Program 13, Pedestrian, Bicycle and Trail Facilities (PBTF), funds or one-half percent of revenues to the East Bay Regional Park District for "the development and rehabilitation of paved regional trails." For the period through FY 2015, about $2million is available for this purpose. The District has requested $360,000 to reconstruct a portion of the Contra Costa Canal Trail in Central County. TRANSPAC has reviewed this project and, as required by Measure J, approved this expenditure in June. Cooperative Agreement 13CO.01 would allow the District to receive funds through the Pedestrian, Bicycle and Trail Facilities program and Resolution 11-43-G would appropriate the funding for the Canal Trail project. 3.0 Cycle 3 Lifeline Transportation Program. The Metropolitan Transportation Commission (MTC) has released draft guidelines for the Cycle 3 Lifeline Transportation Program (LTP). The LTP provides funding to transportation projects that serve MTC - Defined Communities of Concern. Funding sources proposed for Cycle 3 are discretionary funds from MTC and include Job Access Reverse Commute (JARC), State Transit Assistance (STA), Proposition 1B transit capital and Surface Transportation Program (STP) funds. 4.0 Adoption of Proposed 2011 Congestion Management Plan (CMP) Update. As the Congestion Management Agency (CMA) for Contra Costa, the Authority must prepare a Congestion Management Program (CMP) and update it every other year. Under MTC's proposed schedule, the CMP must be submitted to the Regional Agency by December 15, 2011. Staff has received comments and project updates based on circulation of the draft CMP and has incorporated those into the final document. 5.0 Authorization to Release RFP No. 11-10 for Consultant Support Services to Develop and Deploy a Real-time Ridesharing Pilot Project Funded through MTC's Climate Initiatives Program. Staff seeks authorization to procure consultant services that will assist staff in deploying a $525,000 Real-time Ridesharing Pilot Project funded through MTC's Climate Initiatives Program. Real-time Ridesharing (RTR) refers to the formation of carpools through the application of smartphone technologies - cell phones with Internet access - and newly available ridesharing software applications (or "apps") to match riders and drivers in real-time or through a dynamic reservations system. 6.0 SR 242 Corridor Plan (Caltrans). Caltrans, District 4 has prepared a 25-year Corridor Plan for the 3.4 mile-long section of State Route 242 in Contra Costa County. Caltrans will use this document as a guide for future planning on the facility in order to better manage projected travel demand, as well as providing for goods movement needs, interregional travel, and local stakeholder concerns. *Footnote: In accordance with Government Code Section 84308, noCommissioner shall accept, solicit, or direct a contribution of more than two hundred fifty dollars ($250) from any party, or his or her agent, or from any participant, or his or her agent, while a proceeding involving a license, permit, or other entitlement for use is pending before the agency and for three months following the date a final decision is rendered in the proceeding if the officer knows or has reason to know that the participant has a financial interest, as that term is used in Article 1 (commencing with Section 87100) of Chapter 7. Any Commissioner who received a contribution within the preceding 12 months in an amount of more than two hundred fifty dollars ($250) from a party or from any participant shall disclose that fact on the record of the proceeding and the Commissioner shall not make, participate in making, or in any way attempt to use his or her official position to influence the decision.
A party to a proceeding before the Authority shall disclose on the record of the proceeding any contribution in an amount of more than two hundred fifty dollars ($250) made within the preceding 12 months by the party, or his or her agent, to any Commissioner. No party, or his or her agent, shall make a contribution of more than two hundred fifty dollars ($250) to any Commissioner during the proceeding and for three months following the date a final decision is rendered by the agency in the proceeding.The foregoing statements are limited in their entirety by the provisions of Section 84308 and parties are urged to consult with their own legal counsel regarding the requirements of the law.
