Project Policies
Contra Costa voters passed Measure J in November 2004. The Measure became effective on April 1, 2009, extending the current transportation 1/2 cent sales tax for 25 years (2009 - 2034). On November 19th, 2008, the Authority adopted Resolution 08-13-P, Implementation of Measure J Project Policy, and Resolution 08-05-A, Policy and Procedures with Respect to Compliance Audit of Recipients of Measure J Funds. At its May 17th, 2006 meeting, the Authority adopted 1) a financial framework for implementation of Measure J projects and programs and 2) policies to address advancement of project development work for Measure J projects ahead of 2009. You can click on these links to learn more:
