The 2003 Update To The Contra Costa CMP
 

On December 17, 2003, the Contra Costa Transportation Authority adopted the final 2003 Update to the Contra Costa Congestion Management Program (CMP). The adopted CMP update, which was prepared with help from and consultation with representatives of local, regional and State agencies, transit operators and the public, responds to changes in projects, programs and legislation made since 2001.

The most notable changes made by the 2003 CMP Update were to:

  • Update the seven-year capital improvement program, Incorporate updated transportation control measures to improve air quality that were adopted since the 2001 CMP, and
  • Respond to the recently-adopted provisions in the State CMP legislation to allow “infill opportunity zones”
