Monitoring Traffic Service Objectives


The Authority has prepared a monitoring report that describes the achievement of the various traffic service objectives (TSOs) adopted in the sub-county Action Plans for routes of Regional Significance. These TSOs were first incorporated into the 2000 Countywide Comprehensive Transportation Plan and are also contained in the recently adopted 2004 Update.

While the rate of economic growth in the Bay Area has slowed since 2000, population and job growth have continued, with resulting increases in the demands placed on the transportation system. Changes in both demand and supply have affected the operation of the Regional Routes that are the focus of the Action Plans, and these effects show up in changes in the measures of effectiveness found in this monitoring report.

Most TSOs established in the Action Plans are being met in most of the locations where they are applied. TSOs related to roadway levels of service, which represent the majority of TSOs applied, are met most frequently. Generally, these TSOs were set at levels that were generally already being achieved. TSOs related to vehicle occupancy and transit ridership generally are not being met, with some exceptions. Generally, these TSOs were not being met when they were first established and represent as yet unmet goal to be achieved for the regional committees that developed the Action Plans. The following table summarizes the findings of the report.
