On May 19, 2004, the
Contra Costa Transportation Authority
certified the final Environmental
Impact Report (EIR) and the Addendum
to the Final EIR on the 2004 Update
to the Countywide Comprehensive Transportation
Plan (2004 CTP Update). Together,
the proposed 2004 CTP Update and Expenditure
Plan and Growth Management Program
alternatives make up the "project"
analyzed in the EIR.
