On
November 16, 2005, the Authority,
in its role as the Congestion Management
Agency for Contra Costa, adopted
the 2005 CMP Update. While the 2005
Update focused on updating the required
seven-year capital improvement program,
it also responded to the passage
of Measure J by Contra Costa voters
in 2004, the adoption of MTC’s Transportation
2030 Plan, and updates to the Authority’s
travel demand model.
As has been its
practice for several of the previous
CMP updates, the 2005 Update revised
only chapters and appendices where
changes since the 2003 Update required
significant revisions. Specifically,
the following document contains
only the following updated chapters
and appendices:
- Chapter 1, Introduction,
to update Section 1.2 on the relationship
of CMP to MTC’s Transportation
2030 Plan
- Chapter 4, Capital
Improvement Program, to update
Section 4.1 to discuss the relationship
of the CMP to the financial assumptions
used in MTC’s Transportation 2030
Plan
- Chapter 7 to
update the description of the
Authority’s travel demand model
and Appendix H to demonstrate
the consistency of the Authority’s
travel demand model with regional
modeling guidelines
- Appendix E which
contains updated information on
projects in the seven-year capital
improvement program
- Appendix F to
update the description of how
the Authority’s programs support
the regional transportation control
measures (TCMs), especially the
new and continued programs that
will flow from Measure J
- Appendix K to
add the 2005 LOS Monitoring Report
The most recent
versions of the other chapters and
appendices in the CMP are to be
found in either the 2003
CMP Update, adopted on December
17, 2003, or the 2001 CMP Update.
