Bike-Ped Funding Programs
 

A number of programs are available to fund pedestrian, bicycle and related projects. The Authority has some role in the three following programs.

 

Regional Bicycle and Pedestrian Program

To support the policies of its Regional Transportation Plan and Regional Bicycle Plan, the Metropolitan Transportation Commission (MTC) created a new funding program called the Re-gional Bicycle and Pedestrian Program (RBPP). The overall purpose of the RBPP is to fund fa-cilities that, by encouraging more people to bicycle or walk instead of driving, will improve air quality. The program will fund new or improved pedestrian facilities that serve schools, transit stations, or regional activity centers, and bicycle facilities that serve schools or transit or that are on the Regional Bicycle Network.

The first round of this funding, both the regional portion allocated by MTC and the county portion allocated by the Authority, has already been allocated. The process for allocating the next round of funding, all of which will be done by the Authority and other Congestion Management Agencies, should begin in 2008.

Transportation Fund for Clean Air

To help fund projects that reduce motor vehicle emissions and thus improve air quality, the Bay Area Air Quality District funds a variety of projects, including Bicycle facility improvement projects that are included in a countywide bicycle plan or congestion management program and improved access to rail or ferry service. Transportation for Livable Communities

MTC also funds a variety of projects, many of which include bicycle and pedestrian facilities, through its Transportation for Livable Communities program. The TLC Capital and Planning Program is intended to support pro-jects that "bring new vibrancy to downtown areas, commercial cores, neighborhoods, and transit corridors, enhancing their amenities and ambiance and making them places where people want to live, work and visit."

A portion of the TLC funds will be allocated through the CMAs in each county. The Author-ity, as CMA for Contra Costa, is in the process of allocating these funds for Contra Costa.
