CMP Compliance
 
As the designated Congestion Management Agency for Contra Costa, the Authority must prepare a congestion management program (CMP) and to determine, at least every other year, if the county and cities are conforming to it. Conformance for local jurisdictions relates to their participation in multi-jurisdictional planning, attainment of level of service standards within the jurisdiction, implementation of a trip reduction ordinance or resolution, and use of the land use evaluation program outlined in the CMP. Jurisdictions must comply with the CMP to receive apportionments of funds under Section 2105 of the Streets and Highways Code.

To make this determination of local conformance, the Authority is asking each jurisdiction to fill out the attached compliance checklist and approve it by a majority vote of the jurisdiction's council or board. Local jurisdictions must submit the completed checklists to the Authority by December 1, 2002.

The checklist covers the biennial period of FY 2000-1 to FY 2001-2
