As part of its responsibilities as the Congestion Management Agency (CMA) for Contra Costa, the Authority must monitor levels of service on the CMP network, the system of State highways and principal arterials designated in the CMP.

The Authority conducted CMP monitoring as part of the 2003 Update. A copy of the 2003 CMP Monitoring Report can be downloaded as a 1.19 MB PDF file.

The most recent full monitoring of the CMP network was conducted for the 2005 CMP update.  That report can be downloaded as a 217kb pdf file.

A full monitoring will also be done for the 2007 CMP Update in conjunction with the monitoring of the Traffic Service Objectives established in the Action Plans for Routes of Regional Significance.
