| The overall goal of the Growth Management Program called for in Measure C is to "achieve a cooperative process for Growth Management on a countywide basis, while maintaining local authority over land use decisions and the establishment of performance standards." The program has several components, which are outlined in the Authority’s Implementation Documents. |

| The Authority is also responsible for preparing the Comprehensive Transportation Plan, supporting cooperative planning within Contra Costa and monitoring compliance with the program. The Authority is responsible for developing and maintaining computer models for analyzing the effects of land use changes and new transportation improvements. |

| Using a formula based on road miles and population, the Authority allocates 18 percent of the sales tax revenues it receives to local jurisdictions that comply with GMP requirements. To receive these funds, each jurisdiction must: |

| The
Authority monitors local
compliance with the GMP using
compliance checklists, which every
jurisdictions must complete to receive
their Measure C funds. (You can download
the latest compliance checklist here.)
To date, all local jurisdictions have
complied with the GMP and have received
these funds. The Authority has allocated
$80 million from the inception of
the program in 1988 to today. |

the Authority has adopted a set of
Technical
Procedures. |
