| The Growth Management Program |
| The

| Plans and Planning |
| One of those components is the Contra Costa Countywide Comprehensive Transportation Plan
(CTP). Measure C requires the Authority to adopt a CTP and update it every other year. The Authority updated its plan in 2000; you can read more about it here. |

| The
2000 Update to the CTP called on the
Authority to prepare a plan supporting
bicycling and walking as alternatives
to the single-occupant vehicle. The
Authority adopted the Countywide
Bicycle and Pedestrian Plan
(CBPP) in December 2003. |

| The Congestion Management Program |
| In
addition to implementing the Measure
C Growth Management Program, the Authority
is the Congestion Management Agency
for Contra Costa. As the CMA, the
Authority prepares a Congestion Management
Program, monitors levels of service
on the county's roadways and works
with other CMAs and agencies to address
regional issues. The most recent
CMP
update was adopted in 2007.
The next update will be adopted in
2009. |

| Travel Demand Models and the Land Use Information System |
| To carry out these activities, the Authority maintains a set of travel demand models and the information on land use, population and employment needed to run them. These models are used to evaluate the Countywide Plan, the CMP Updates, proposed transportation improvements, and General Plan updates, among other uses. The Authority also maintains a database of current and proposed transportation projects. |

| Other Studies and Planning |
| The Authority is also involved in other plans and planning studies. The
East-Central Traffic Management Study analyzed various strategies for improving the commute from East County to and through Central County. The Authority is also working a transit study for East County. |

| Like
the Authority with its CTP,
the Metropolitan Transportation Commission
must prepare a Regional Transporation
Plan and update it periodically. The
Authority worked with MTC on the 2001
Update to its RTP. |

| One
of the key inputs into the CTP are
the various Actions
Plans for Routes of Regional Significance.
The first Action Plans were adopted
in 1993-4 and updated in 2003-4. |
