Establishes policies and procedures established to fulfill the requirements of the Congestion Management Program (CMP) legislation (State Proposition 111). Includes a seven-year capital improvement program, identifies the CMP network and traffic standards, transit performance standards, and a transportation demand management program, and a program to evaluate the impacts of land-use decisions on the regional transportation system.

1994 School Bus Program, April 12,1994 and April 1, 1994. This study develops and evaluates the Lamorinda School Bus program, which will provide congestion relief to major arterial roads in the Lamorinda area. (37 pages + appendices)
1993 Contra Costa County Bus Transit Study, April 1993. This study has been prepared with the objective of determining how approximately $2 million available annually (through Measure C) in bus program revenues should be allocated for improving future bus transit services in the County.

2004 Strategic Plan: Measure C – An Investment That Paid Off, February 2004 (51 pages). This is the sixth edition of the Authority’s vision as to how Measure C project funding should be spent. In this edition, the Strategic Plan fulfills five objectives: 1) refines the overall anticipated estimate sales tax through the end of the current Measure up to 2009; 2) the Plan includes policies to guide the overall programming of projects and policies; 3) the Plan makes financial commitments to individual projects; 4) It sets aside an additional $14 mil. to widen Route 4; and 5) depicts each project proposed for funding. The purpose of this report is to document the process of preparing the CCTA Travel Model and to provide results of the validation and forecasting model runs. This update was a process that involved implementing the recommendations in the Modeling Evaluation Study that addressed the planning and modeling needs of CCTA over the last 10 years.
