Countywide Bicycle and Pedestrian Plan

To support pedestrian-friendly developments and encourage a safe, connected network of bicycle facilities, the Authority developed its Countywide Bicycle and Pedestrian Plan (CBPP). The first CBPP was adopted in 2003 and updated in 2009.  

The Authority is now updating the CBPP. The new 2018 CBPP addresses changes in both local and State policy and try to make the CBPP a better tool for supporting walking and bicycling in Contra Costa. To inform people about the update and to get input from them, the Authority has created a website — keepcontracostamoving.net — where visitors can review materials and provide comments. The website includes a survey and an interactive map where one can identify places where bicycling or walking is safe and where improvements are needed.

The adopted 2009 CBPP can be downloaded below. It identifies:

  • Existing conditions, especially the collision data and commuting statistics for pedestrians and bicyclists
  • Priorities for pedestrian improvements and the countywide bicycle network
  • Planning, design and implementation tools and other resources to local jurisdictions
  • Implementation tasks and established evaluation criteria for prioritizing recommended improvements 
  • Guidelines for pedestrian-and bicycle-friendly development

The Draft 2018 CBPP can be downloaded below, or viewed on the www.keepcontracostamoving.net site. Comments on the Draft 2018 CBPP are due by May 25, 2018. Adoption of the Final 2018 CBPP is scheduled for July 2018.
