4. Project Monitoring: Upcoming Obligation Deadlines for Federal Aid Projects and Projects at Risk of Losing Funds. Staff will give an update on federal-aid projects with upcoming obligation deadlines and projects at risk of losing funds. ( Attachment–Information ) (10 minutes) CMA Function
5. Formation of a TCC Task Force to Develop the Projects Implementation Procedures for Measure J. Staff is soliciting the TCC to form a Task force that will assist with the development of Measure J’s Project Implementation Procedures. ( Attachment - Action )
6. Analysis of Proposed Action Plan MTSOs Using the Countywide Model. To assist the subregions with completion of the Action Plans for Routes of Regional Significance, the Authority has engaged DKS Associates to evaluate the proposed action plan objectives under a variety of scenarios. In accordance with the direction received from the TCC in March, DKS is applying the Countywide Model to determine how future traffic growth through the year 2030 will affect ability to meet the MTSOs. The analysis takes into account full implementation of the proposed action plans, and includes some sensitivity analysis for implementation of gateway constraints, evaluation of alternative horizon years, and an assumed increase in telework participation rates. 7. Growth Management Implementation Guide for Measure J – Revisiting the Traffic Study Threshold Discussion. In October, the Authority released a draft of the Implementation Guide for the Measure J Growth Management Program (GMP). The draft Implementation Guide was developed to address changes made to the GMP by Measure J. The Authority has received comments from TRANSPAC, TRANSPLAN, and SWAT, and staff has made some changes to the document in response to those comments. In both March and April, TCC reviewed the comments received and the proposed changes to the Implementation Guide. The May meeting will involve a third discussion of the issue regarding trip thresholds for analysis of traffic impacts. Staff recommends recirculation of the proposed Guide prior to adoption.
