The Authority is sponsoring projects to reduce highway congestion, making travel faster, easier
and more efficient.

Alleviating
the Caldecott
Bottleneck

The notorious Caldecott Tunnel bottleneck makes traveling between Contra Costa and Alameda counties unpredictable, as eight lanes reduce to six at the tunnel. But drivers can look forward to improved safety and reduced delays on State Route 24. The Caldecott Improvement Project proposes to add a fourth tunnel bore, which will provide two additional travel lanes, allowing for four lanes of traffic through the tunnel in both directions at all times. In 2006, project funding was secured, the preferred alternative was selected and design reached 30 percent complete.

 

 

Thanks primarily to $175 million identified in the statewide infrastructure bond program and $125 million generated by the Contra Costa half-cent sales tax, construction can move forward after project approvals are granted. An innovative management agreement is in place that establishes the Authority, the Alameda County Congestion Management Agency and Caltrans as equal partners. With construction targeted for 2009, the project is progressing through the required federal and state review process. The Draft Environmental Document was released in May 2006 for agency and public review. Two public hearings were held in June 2006. The Final Environmental Document is expected to be released in summer 2007.
