2007 Congestion Management Program
The Contra Costa Transportation Authority adopted the 2007 Contra Costa Congestion Management Program on November 21, 2007. The components of the 2007 CMP can be downloaded below.
Unlike the 2003 and 2005 CMPs, the 2007 CMP represents a complete update of the document. The two previous updates only modified some of the program's components. Although minor changes were made throughout the document, the key changes were:
- Changes to the projects included in the CIP, including deletions, additions, and other updates to project information;
- Updates to transit operator performance standards;
- Discussion of progress on preparations for the initiation of Measure J and their effect on the CMP;
- Proposed modifications for the process of monitoring compliance with the CMP to discontinue the use of the checklist and to rely on monitoring of the system and local actions reported in the Growth Management Checklist and the Authority’s regional transportation mitigation program;
- Revisions to the transportation control measures (TCMs); and
- An expanded discussion of project costs and the relationship of the CMP to MTC's Transportation 2030 Plan.
Most of these proposed changes are intended to reflect changes in projects, programs, policies and funding made outside of the CMP itself. The only exception is the proposed modification of the monitoring process (Chapter 9 of the CMP). Staff is proposing to eliminate the use of a separate local and RTPC checklist to monitor compliance with the CMP requirements. Under this proposal, the Authority would instead rely on its monitoring of the CMP network and review of the checklists that local jurisdictions prepare for the Measure C (and J) Growth Management Programs to assess the conformance of local jurisdictions with the CMP.
