TLC Programs

The Transportation for Livable Communities (TLC) Program funds transportation projects that improve the range of transportation choices between key activity nodes - such as shopping areas, office centers, sports arenas, and convention centers - and the transportation facilities that serve them. TLC projects add or improve pedestrian, transit, and bicycle facilities, and support well-designed, high density housing and mixed use near transit.

As the CMA for Contra Costa County, the Authority is responsible for overseeing the so-called "county portion" of the MTC-funded TLC program, which totaled $4.9 million during the last three-year funding cycle (FY 07-09). In parallel with this effort, MTC also administers a regional TLC program for both capital and planning funds. MTC allocates federal STP and CMAQ funds towards the capital projects, with grant amounts ranging from $500,000 to $3 million. For details regarding MTC's regional programs, go to www.mtc.ca.gov.

A significant source of future funding for TLC is found in the Authority's Measure J program which allocates 5%, or $100 million of total revenues to TLC projects located in local jurisdictions that are found to be in compliance with the GMP. Contra Costa's TLC (CC-TLC) program is intended to support local efforts to achieve more compact, mixed-use development, and support a balanced transportation system that would foster the creation of affordable housing. CC-TLC can strengthen existing communities through infill development and discourage the loss of open space and agricultural land on the urban fringe.
