Action Plans
One of the key components in the Authority's Growth Management Program is the requirement that local jurisdictions engage in cooperative, multi-jurisdictional planning. And one of the key components of this cooperative planning is the preparation of Action Plans for Routes of Regional Significance. The Action Plans are intended to reduce cumulative regional traffic impacts of forecast development.
As part of the Action Plan, each Regional Transportation Planning Committee identifies a system of Regional Routes, that is, those freeways and arterials that provide the main connections among Contra Costa's communities and to the surrounding region.
The Actions Plans include:
- Traffic service objectives that use a quantifiable measure of effectiveness and include a target date for attaining the objective
- Specific actions to be implemented by each participating jurisdiction
- Requirements for consultation on environmental documents among participating localities
- Procedure for review of impacts resulting from proposed local General Plan amendments that have the potential to influence the effectiveness of adopted Action Plans
2008 Action Plan Update
The following Draft Action Plans are currently available for review as part of the 2008 Update:
- West County: approved for circulation by WCCTAC on February 29, 2008 (PDF, 2.9 MB)

- Lamorinda: approved for circulation by LPMC on March 13, 2008,(PDF, 1.8 MB)
- East County: approved for circulation by TRANSPLAN on April 10, 2008 (PDF, 1.2 MB)
- Central County: TBD
Adopted Plans
Following are the currently adopted Action Plans for West, Central, and East County and for the Lamorinda and Tri-Valley areas. The first Action Plans were adopted in the early 1990s and updated in 1999-2000 as part of the 2000 update to the Countywide Comprehensive Transportation Plan.
