Cost Estimating Guide
Sound financial programming requires consistent and reasonable cost estimates. The Cost Estimating Guide sets out a consistent framework for estimating project costs at the conceptual level. Proponents of projects funded by Measure C and Measure J are required to use this Guide when preparing cost estimates for submission to the Authority and inclusion in the Strategic Plan.
The 2003 Cost Estimating Guide was prepared in both Metric and English units and requires MS Office Excel Version 7 or higher. The Guide is based on 2002 unit prices and includes cost allowances for Engineering and Management items. It also includes cost items to segregate between smaller and larger projects, to better allow estimation of smaller, non-freeway projects, and account for new requirements, such as for Construction Storm Water Handling and Ramp Metering.
Because of the recent significant increase in unit prices for asphalt, steel and concrete, the Authority will be updating the Guide in few months. Project proponents are strongly encouraged to use their recent experience prior to utilizing the unit prices included in this Guide.
